Examining ICAO's approach to the Iranian aviation embargo and its impact on the development and safety of the aviation industry

Abstract

Sanctions on Iran's airline industry have a long history that dates back to the era after the victory of the Islamic Revolution. With the aim of limiting Iran's access to spare parts and new aircraft, these sanctions have put pressure on the country's ability to develop and maintain its air fleet. Sanctions on Iran’s aviation industry have a long history, dating back to the post-Islamic Revolution. They have been aimed at limiting Iran’s access to spare parts and new aircraft, straining its ability to expand and maintain its fleet, and developing airport infrastructure. These sanctions culminated in the US withdrawal from the nuclear deal (JCPOA) in 2018, which led to the imposition of more severe and comprehensive sanctions. After the withdrawal of the United States from the JCPOA, not only the economic and commercial sanctions against Iran were applied more widely, but also more pressure was applied in the aviation sector by the United States and the European Union. The International Civil Aviation Organization (ICAO) is one of the specialized organizations affiliated to the United Nations whose task is to develop and coordinate international standards in the civil aviation industry. The aim is to investigate ICAO's approach to Iran's aviation embargo and its impact on the development and security of the aviation industry. In this regard, the main question is raised, what was ICAO's approach to sanctioning Iran's airline? And what effect has this issue had on the development and security of the country's aviation industry?
